Making a swf file is a bit complex and requires software.a free and easy to use program is called Sothink Swf easy from source tech this program can be downloaded Here (Please note that this is only a free trial and will expire after 30 days. The program comes with a help center so you won't get confused. Another program you can get is adobe flash.This program is more advance but cost $699 dollars. The program will expire after 30 days and will not be able to make more swfs but you can buy the program for unlimited use
